Can someone explain why Banker's Algorithm is considered a deadlock-avoidance method rather than prevention?

Avoidance checks each resource request against a safe-state model before granting it. Prevention permanently removes one Coffman condition; Banker's does not.

That distinction helps. So a system can still enter an unsafe state without immediately being deadlocked, correct?
